Microsoft has blocked the access to the Windows Live Messenger for users in Cuba, Syria, Iran, Sudan and North Korea. When you try to connect from these countries, you get the error 810003c1.

It is not known exactly why Microsoft decided to block the access. However it is only known that it is a form of embargo. The corporation announced that the exclusion of Messenger in several countries is caused by sanctions imposed by the U.S.

Users in these countries can regain access to instant messaging if they set another country in their profiles.
